Referring to the Legation’s telegram No. 265, December 5, 2 p.m., the Prime Minister and the Acting Minister for Foreign Affairs on the occasion of my official calls and the Shah himself when [Page 693] I presented my letter of credence all pointedly expressed interest in the early conclusion of the trade agreement.
