The Chargé in Iran (Engert) to the Secretary of State

88. At the interview with the Prime Minister reported in my No. 87 of yesterday, he also said His Majesty had urged him to request me to bring the following to your attention:

1.
The Iranian Minister in Washington was now negotiating for credits of 5 million dollars. But that was not nearly enough. The Shah desired credits of at least 10 million dollars to be used exclusively for the purchase of military aircraft in the United States. This, apart from and in addition to the airplanes which are being bought for the Aero Club.
2.
The Iranian Government would like to have an American company undertake the erection and equipment of an airplane factory in Iran with the least possible delay.
