Memorandum by the Under Secretary of State (Welles) to the Chief of the Division of Controls (Green)

Mr. Green: The Greek Minister called to see me to take up the matter mentioned in your memorandum.79 I told him I would try to give him a definite reply by Wednesday afternoon. In other words, I see no reason for letting the Greek Government continue to have the hope of our doing something if it cannot be done. The question is one of vital importance to them as I understand it. I shall talk with General Marshall and the Secretary of War personally about this and let you know.
