Department’s telegram No. 248, November 7, 6 p.m. In reply to my formal inquiry the Under Secretary of State for Foreign Affairs informs me by his note No. 33953 dated November 11, 1940, that “a state of war exists in Greece since October 28th of this year at 5:30 a.m. at which time Italy launched an unexpected attack against Greece”.
