The Secretary of State to the Minister in Egypt (Fish)

102. Your 209, September 20, 4 p.m. The Department would welcome a fuller analysis by you of the attitude of Egypt toward the [Page 481] Italian invasion of Egyptian territory in the light of the declaration made by the Chamber of Deputies on August 21, as reported in your telegrams 182 and 183 [181] of August 23. Such an analysis should include an appraisal of the influence of the King, his cabinet, and that of Egypt’s ally, Great Britain, as well as of any other factors which may be making themselves felt in the determination of Egypt’s attitude toward this invasion.

It is assumed that you are maintaining contact with the Egyptian Prime Minister and Minister of Foreign Affairs, as well as with your British colleague, in order to inform yourself so far as may be possible concerning the course the Egyptian Government may take in the present conflict. Any information you are able to develop discreetly and informally through such contacts should be, of course, included in your telegraphic report.
