The Chargé in the Soviet Union (Thurston) to the Secretary of State
[Received August 7—9:01 a.m.]
979. Embassy’s telegram No. 978, August 6, 10 p.m. An understanding was reached with Mikoyan to the effect that the English and Russian texts shall be considered equally authentic. I left with him a note on the subject reading as follows:
“Mr. People’s Commissar, it is my understanding, which I shall be glad to have you confirm to me that the English and Russian texts [Page 458] of the exchange of notes we have just effected extending the commercial agreement shall be considered equally authentic.
Accept Mr. People’s Commissar the renewed assurances of my highest consideration.”
Mikoyan stated that he will address a note to me tomorrow confirming my understanding in this matter.73
