In the course of the conversation described in the Embassy’s 961, August 5, the officials of the Commissariat for Foreign Trade [Page 455] told Dickerson that they hoped negotiations with respect to the matters excluded from the conversations with respect to commercial agreement and which were contained in documents (b) and of the Embassy’s 948 [937], July 31, might begin “in a friendly spirit” and at an early date.
