The Consul at Calcutta ( Groth ) to the Secretary of State

Referring to the Department’s telegram of July 27, 4 p.m., the Government of India now states that it will give further consideration to the release for return to the United States of Benz and Schilling (the latter referred to in the Department’s telegram of June 24 [Page 158] to Bombay4) upon the recommendation of this office and the giving by it of a guaranty that these men will not disembark in the Far East and engage in undesirable activities. Upon receipt of Department’s instructions the Consulate General will recommend the release of the aforementioned individuals on condition that they be placed aboard a ship of the American President Line at Bombay for return to New York, consequently they will be unable to disembark at any Far Eastern port.
