38. Department’s mail instruction 1134 December 2660 with regard to Kenya Colony regulations effective November 15, 1939, and American commercial rights in that colony.
The Japanese Embassy has made inquiry of us concerning this subject and we are informing the Japanese Embassy that you have been instructed to bring the matter appropriately to the attention of the British Government. When you make the approach to British officials contemplated in the final paragraph of the Department’s instruction of December 26 the Department suggests that you inform those officials orally of the Japanese approach to us and of our reply.
