464. From Paris. August 30. Reference Vichy’s telegram 413, August 23, noon.58 Arrangements have now been made with the German authorities which will expedite exit permits for American citizens.
We have also obtained an informal local agreement whereby departing Americans will be allowed under certain restrictions to take with them the foreign exchange equivalent of 25,000 francs.
