2331. Embassy, Vichy, requested repeat to you its 413, August 23, noon, and 430, August 26, 1 p.m.57 Upon receipt please request German Foreign Office urgently to consider the situation of Americans in France desiring to return to United States, who are being prevented from doing so by delay in obtaining exit visas from German authorities and restrictions on exportation of currency. With respect to latter restrictions, as it appears to be impossible for Americans in France to purchase through transportation there to United States, they should at least be allowed to depart with sufficient dollars or other currency to enable them to proceed through Spain and Portugal and purchase transportation to New York from Lisbon.
