79. Referring to Department’s instruction No. 296, December 21, 1939.3 At an informal conference the Minister for Foreign Affairs accepted the proposals contained in the above mentioned instruction subject to the approval of the President but assured me that he had no doubt of the latter’s approval. Doubtful if President’s approval can be obtained until Wednesday as all Government offices are closed because of the holidays.
