The Secretary of State to the Minister in Uruguay (Wilson)16

Washington, October 21, 1939.

Notice of intention to negotiate a trade agreement with Uruguay was issued here today17 and the Legation at Montevideo is being instructed to initiate general provisions discussions with the Uruguayan officials at once. You will probably wish to discuss this matter fully with Fowler as the Embassy at Buenos Aires is being instructed to have him assist the Legation in such discussions to the extent permitted by the work in Buenos Aires.
