Memorandum of Conversation, by the Under Secretary of State (Welles)

The British Ambassador called to see me this morning and handed me the attached aide-mémoire58 which contained, the Ambassador told me, the outline of the position of the British Government with regard to the present stage of the Mexican oil expropriation problem. The Ambassador read to me some of the points contained in the aide-mémoire.

I stated to the Ambassador that I would be glad to study the aide-mémoire and that I would hope to have the opportunity within a few days of talking further with him on the matter and of informing him at such time of the position of the Government of the United States with regard to this same question.
