Memorandum of Conversation, by the Secretary of State
[Washington,] September 19, 1939.
The British Ambassador called at his own request and handed me an aide-mémoire,52 a copy of which is attached, in regard to the Mexican oil situation. I thanked him for this information concerning the attitude of his Government toward the matter and added that my Government was doing all it possibly could to aid in bringing about a satisfactory settlement of the oil question.
