At least until such time as it has carefully examined the full text of General Hay’s statement which you have forwarded by airmail, the Department has no suggestions to offer regarding detailed observations it might desire to have made to General Hay. In the meanwhile, however, in any conversations you may have with General Hay or other high Mexican officials you should reiterate the position taken by this Government in the public statement of August 14 and emphasize the very great importance attached by this Government to a prompt settlement of the petroleum controversy.
