Department’s telegram number 108, August 25 [26], 5 p.m. Goytia and Garcia informally state that Fomento Corporation wishes to accept the 5 million credit and more later if possible suggesting an interest rate of 4 percent. They are preparing detailed information. Export and Import Bank should be notified. I expect to confer formally with Wachholtz within a few days.
