39. Department’s No. 33, February 18, 3 p.m. Foreign Office accepts substitute paragraphs and has arranged signature of new exchange of notes for noon February 23rd. Foreign Office believes that paragraph 6 might well be omitted,5 but is willing to include it subject to Department’s desires.
