033.3211 Aranha, Oswaldo/5: Telegram

The Acting Secretary of State to the Chargé in Brazil ( Scotten )

8. Your No. 7, January 7, noon.1 The President has sent today by telegram2 to President Vargas an invitation to Aranha3 to come to the United States as the guest of this Government as soon after the first of February as possible. Since it will not be possible for the visit to take place before the first of February, I doubt the wisdom of adopting the suggestion contained in the second paragraph of your telegram.

I shall send to you by telegram within the next few days a list of the matters which we would like to discuss with Aranha when he reaches Washington so that you may discuss these questions with him and ascertain as well whether there are any additional points which he will wish to take up.
