Mt Dear Ambassador: With reference to our conversation of November 14, the President has today asked me to let you know that he will gladly assume the responsibility of designating a citizen of the United States to serve as the umpire on the ad hoc tribunal of international lawyers to undertake the arbitration of the controversy between the British and Guatemalan Governments.

Upon notification by you that the preparations have been completed and a final agreement has been reached, the President will be glad to inform you of the name of the individual whom he selects. I communicated to the President the indication of your Government [Page 190] that it would favor the designation of some outstanding judge in this country as umpire.
