11. Your 12, September 23, 3 p.m.28 In a conversation which I had yesterday with Doctor Salazar he informed me that he had definitely determined not to bring up directly or indirectly the question of Belize since in his opinion the present attitude of the British Government made it unnecessary and since in any event he did not consider it a proper subject for discussion at this meeting. I told him that I was heartily in accord with the views he expressed and that he could continue to be assured of our desire to do everything we could to be helpful to the two governments involved in bringing about a satisfactory solution of the controversy.
