Department’s telegram 111 of July 6, 11 a.m. Unfortunately the Department’s circular telegram of June 27, 7 p.m. coincided with [Page 12] the arrival of the President-elect of Paraguay and it has been impossible to see Dr. Cantilo until today when I handed him a memorandum embodying the Department’s instruction and the press statements of the Under Secretary referred to in it. Dr. Cantilo appeared to be very much interested and promised to give us his Government’s reaction at the earliest possible date.
