Referring to the Department’s circular telegram of June 27, 7 p.m. and to my telegram No. 68, July 6, 10 a.m.⁷ Somoza⁸ states that he appreciates the consultation and thoroughly approves the idea, to the extent that he is anxious to know the conditions under which Nicaragua can take advantage of the facilities offered if and when the measure is adopted.
