Shanghai’s 281, April 14, 5  p.m. A note was addressed to the Chinese Foreign Office on April 6 in accordance with the Department’s 63, April 3, 8 p.m. and it seems to me inadvisable to inform Foreign Office of the assurance given by the Chairman of the Municipal Council since it constitutes a tacit admission that the allegations of the Ministry are true to some extent and would thus serve to continue the correspondence. I shall not myself reopen the subject therefore unless instructed to do so.
