281. My 269, April 10, 6 p.m.³⁸ Chairman of Shanghai Municipal Council in a letter dated April 13 in reply to my letter of April 10 giving substance of Ministry of Foreign Affairs’ communication of March 23 states in part as follows:

“I would appreciate it if you could inform the American Embassy that every case is most carefully considered and that the Council is doing all that it can do in a very difficult position.”

Repeated to Chungking and Peiping.
