368. Please transmit the following telegram to Tokyo and repeat it to Hankow and Peiping for their information.
“Reference telegrams from Shanghai and Peiping to the Department in regard to the revision on June 1 of the Chinese customs tariff in areas under Japanese military control.
In as much as the recent revision gives rise to considerations essentially similar to those which caused the Department to issue the instruction contained in its telegram No. 31, January 30, 1 p.m., outlining its position in the matter for communication by you to the Japanese Government, we desire that, choosing whatever manner of approach you consider appropriate, you recall to the Japanese Government our statement of position set forth in the telegram under reference and state that we consider that statement applicable to the recent tariff revision.
You may in your discretion inform your British colleague of the action you propose taking and ascertain whether or not he plans to take similar action.[”]
