Referring to Department’s 109, February 3, 7 p.m., the situation is as stated in the communication quoted in Tokyo’s 66, February 2, 5 p.m.56 I understand a similar situation existed at Tientsin until the customs yielded to the demands concerning deposit of revenues. Also see last two sentences of my 197, February 3, 9 p.m.
