The Consul General at Shanghai (Gauss) to the Secretary of State

207. Reference my No. 140, January 26, 1 p.m. Inspector General now writes me that the question being urgent and the Ministry of Finance having pressed him for further information wishes to know with as little delay as possible, (1), the view of the American Government vis-à-vis suggested reintroduction of 1931 tariff with some modifications and (2), whether there are any articles not including those dealt with by the Peiping de facto government on which the American authorities and nationals wish to see rates different from those given in the 1931 tariff.
