Memorandum of Conversation, by the Chief of the Division of Far Eastern Affairs (Hamilton)
Mr. Mallet, Counselor of the British Embassy, called at his request and left with me the attached aide-mémoire, dated January 19,62 in regard to questions relating to the calls upon diplomatic representatives at Peiping of officials of the new “Provisional Government”.
I informed Mr. Mallet of the telegraphic instructions No. 400, December 15, 7 p.m.,63 and No. 18, January 18, 6 p.m., sent by the [Page 44] Department to the American Embassy at Peiping. Mr. Mallet made note of the substance of these telegraphic instructions.
I told Mr. Mallet that if the British Government, after being informed by the British Embassy here of the substance of the instructions which the Department had sent to Peiping in this matter, wished to make any comments or suggestions, we would be very glad to consider them.
Mr. Mallet said that the information I had given, as indicated in the second paragraph of this memorandum, would constitute a reply to the aide-mémoire.
