13. Having heard a report that the Chinese were considering making a request for the reconvening of the Advisory Committee I took occasion to inquire of Hoo41 regarding this possibility. He told me in confidence that the representatives of certain governments were in favor of reconvening the Advisory Committee while others were suggesting the possibility of a further meeting of the Brussels Conference.42 Hoo did not volunteer the names of these governments and I did not feel it opportune to press him on the subject. He added, however, while he could not say definitely what action would be decided upon, in his personal opinion he did not think the Committee of Twenty-three would be convened since it was difficult to see what could be obtained from this action nor did he see at the moment the probability of a reconvening of the Brussels Conference. He also said that Litvinoff,43 Eden, Delbos44 and Koo45 would meet this afternoon to discuss the situation.

He concluded by saying that China was anxious to obtain some form of assistance and that Koo would probably make a declaration before the Council, the tenor of which has not yet been decided and may depend on the result of the meeting this afternoon. Hoo promises to keep me informed of any decisions taken.
