The Chargé in the Soviet Union (Kirk) to the Secretary of State
[Received August 18—6:46 a.m.]
260. My 255, August 15, noon. Tass report published in Soviet press today stated that the Counselor of the Japanese Embassy in Moscow has informed the People’s Commissariat for Foreign Affairs that the agreement for a truce in the region of Lake Khasan has been put into effect and that the forces of both sides at the present time are at some distance from each other. The communiqué adds that, in view of the foregoing, the Japanese Embassy had proposed that should further questions arise which require meetings between the representatives of the Japanese and Soviet military commands, such meetings should be arranged through diplomatic conversations between Moscow and Tokyo and that the Counselor of the Japanese Embassy was informed that this proposal was acceptable.
