Memorandum by the Chief of the Division of Far Eastern Affairs (Hamilton)

Commander Struble of the Bureau of Operations, Navy Department, telephoned the contents of a message, a transcription of which is attached,61a received by the Navy Department from the Commander-in-Chief, Asiatic Fleet, in regard to a request made of the Commander-in-Chief that the Fourth Marines assume the responsibility of “B” sector in the International Settlement at Shanghai. Commander Struble said that the Navy Department proposed to telegraph the Commander-in-Chief approving of his action in not granting the request. Commander Struble stated that Admiral Leahy,62 before sending the proposed instruction to the Commander-in-Chief, wished to learn the Department’s views.

Mr. Ballantine, after having consulted with Mr. Hamilton, Mr. Hornbeck and the Secretary, telephoned Commander Shelley (in the absence of Commander Struble), stating that the Department concurred in the Navy Department’s proposal to approve of the Commander-in-Chief’s action.
