With the consent of the British Ambassador we are sending [Page 317] by safe hand to the American Consul General at Shanghai the substance of our 63335 as well as the substance of the present.

Craigie states that he fully appreciates the difficulty in acquiescing in judicial appointments to the courts of the Settlement by the puppet government at Shanghai but he is still exploring the possibility of some compromise. He is taking the position that the present judges in the courts of the Settlement are honest impartial men without political bias but he is at present considering the possibility of working out a return during the period of the emergency to the consular courts with Chinese assessors.
