The Consul General at Shanghai (Lockhart) to the Secretary of State

1126. My 1102, August 13, 11 a.m., and 1110, August 13, 7 p.m. Colonel Kusomoto, Chief of the Special Service Section of the Japanese Army in this area, called on Colonel Price this morning and extended apologies for the incident described in the telegrams under reference. Colonel Kusomoto assured Colonel Price that the Japanese members of the Special Service Section involved in the incident [Page 267] have been disciplined and that he had taken steps to prevent a recurrence of such incidents. Colonel Kusomoto has been seeking an audience of Colonel Price for 2 days for the above purpose but the latter was not able to receive him until today because of a slightly infected foot.
