1184. A member of my staff in conversation with the acting chief of the Eastern Department of the Foreign Office queried the accuracy [Page 960] of a report in a recent issue of the Daily Telegraph to the effect that a special session of the Council of the League would probably be called in December to consider a change in the terms of the Palestine Mandate. The official said that he had not seen the report but that there could scarcely be a proposal so soon; that it was in fact improbable that a proposal would be made at either the regular meeting of the Council in January or even the one in May. It was more likely that there would be no definite proposal until the Permanent Mandates Commission meets next summer.
