The Counselor of Embassy in China (Lockhart) to the Secretary of State

849. 1. It is reliably stated that the Tungchow affair of July 2855 was settled December 24 by the Counselor of the local Japanese Embassy and the head of the East Hopei regime, the latter rendering apologies and promising to pay 1,200,000 yen for Japanese survivors of the affair, families of those killed and property destroyed. An initial payment of 400,000 yen was made at the time of settlement.

2. It appears that the East Hopei regime has not yet been absorbed by the new regime at Peiping but that the matter is still under negotiation.
