109. Following from Colonel Stilwell for War Department.
Red proposals in conference here still vague. Essence of demands is to mobilize the masses, unify the command, standardize equipment. [Page 838] Concrete methods of accomplishment not stated. Reds claim they will support Chiang Kai Shek and will take part in Government if the Kuomintang so requests. They claim their idea is not to reorganize the Government but simply to strengthen it by mutual assistance development of the Kuomintang and the Communists. They do not want the help of armed forces of foreign powers, but want foreign experts as technical advisers. Nationality not specified. They are suspicious of the present German advisers.
Military situation in Yangtze Valley unchanged.
