775. Viscount Ishii, special Japanese envoy now in London on a propaganda mission, has had conversations with the Prime Minister29 [Page 809] and Mr. Eden. I was confidentially informed in this connection by the Foreign Office that, from Ishii’s point of view, his mission here could be considered a failure and that he had received some very plain speaking from the Prime Minister.
