The Counselor of Embassy in China (Lockhart) to the Secretary of State

825. My No. 820, December 14, 11 a.m.,28 No. 822, December 14, 4 p.m. I anticipate that within a few days I shall receive a call from Wang Keh[-min] or some other representative or representatives of the new Provisional Government. I should be greatly obliged if the Department would instruct me specifically as to whether I should receive and return the call. In view of the fact that this Embassy is senior Embassy of protocol [powers?] other diplomatic representatives, judging by the past, may wish to follow the lead of the Embassy in this matter. British representative has already informed me that, unless he is instructed to the contrary, he will follow this Embassy’s lead. Since the new régime claims to be the Provisional Government of China, an important principle of policy, involving recognition, may be involved.
