The Counselor of Embassy in China (Peck) to the Secretary of State

I have just returned from the Foreign Office where I read to the Minister for Foreign Affairs paragraph 2 of numbered part 1 and paragraph 1 of section 2 of the Department’s instruction. I also informed him of the purport of the remainder. The Minister for Foreign Affairs expressed his pleasure at receiving the message.
2.
He confirmed the information that there is a slight withdrawal by both Japanese and Chinese troops near Peiping but was unwilling to state that there had been substantial improvement in the general situation. He emphasized that the Chinese Government did not know the terms of any agreement which might have been reached.
3.
I informed him that I had reason to think the American Ambassador might possibly leave Peiping for Nanking today but I had received no information definitely announcing his plans.
