551. The British Consul General in Mukden has been instructed to protest to the Manchukuo authorities against the Japanese unilateral surrender of extraterritoriality and to make clear that Great Britain does not recognize such surrender as applying to British subjects. All treaty rights are reserved. Craigie57 is to make a similar reservation here. I hope shortly to be able to cable the text or summary of the British note.
