744. Your 361, November 10, 5 p.m.⁵⁵ Following from Mukden.

“No. 7, November 11, noon. With reference to the Department’s telegram No. 333 to the Embassy at Peiping,⁵⁶ I again called on Director of the Foreign Office who assured me that he is taking steps to remedy discriminatory treatment of revised exchange control law.”

Mukden has been instructed to keep Embassy fully informed of all developments.
