The British Ambassador ( Lindsay ) to the Secretary of State
Sir: I have the honour to inform you that the attention of His Majesty’s Government in the United Kingdom has been drawn to the recent visit to Canton Island of the United States minesweeper Avocet, of which no prior official communication was made. I have accordingly been instructed to transmit to you herewith, for the information of the United States Government, the enclosed copy of an Order in Council of the 13th [18th] March, 1937,28 by which Canton Island and the other islands in the Phoenix Group were incorporated in the Gilbert and Ellice Islands Colony.
