Memorandum
In the event that the United States Government agree to the inclusion of the Colonial Empire and Newfoundland within the scope of the negotiations contemplated with the United Kingdom for a trade agreement the United Kingdom Government will wish to put forward on behalf of the Colonial Empire and Newfoundland the requests itemised in the attached two lists.93
These lists are provisional only and have been compiled without consultation with the trade interests concerned, but it is not anticipated that any substantial additions will be necessary.
