The Ambassador in the Soviet Union (Bullitt) to the Secretary of State

100. Moscow press this morning published the text of the Protocol of Mutual Assistance between the Soviet Union and the Mongolian People’s Republic, dated March 12, 1936.
The Governments agree that in the event of a threat of attack on either they will discuss immediately the situation created and “adopt all those measures which will be necessary to safeguard the security of their territories.”
[Page 106]They further “undertake in the event of a military attack on one of the contracting parties to render each other every assistance, including military assistance”.
