By means of including Hongkong within the scope of the control exercised by the Association of Exporters of Cotton Piece Goods to the Philippines the following restrictive measures are proposed to govern the exportation of cotton piece goods from Japan to Hongkong and the transhipment at that port of such goods to the Philippines:
1. When the Association of Exporters of Cotton Piece Goods to the Philippines is apprised of a case in which cotton piece goods shipped to Hongkong by a member of the Association is further transhipped to the Philippines either by the consignee of such goods or by any subsequent buyer thereof from the consignee, the Association may, if it finds such transhipment has been made with the knowledge of the consigner, refrain from issuing export permits to such a member.
In order to make effective the proposed measure the cooperation of the Office of the Representative of the United States Commerce Department stationed in the Philippines is sought in unofficially furnishing the Association with information with regard to the name and address of a shipper whenever a transhipment of Japanese goods from Hongkong takes place.
2. A premium at the rate of 0.25 sen per one square yard is to be paid on all cotton piece goods which are shipped from Japan to Hongkong. The above premium will be refunded on such goods as have subsequently been transhipped at Hongkong to any other destination than the Philippines.
The rate of the premium payable on goods shipped from Japan directly to the Philippines, which is at present 0.3 sen per one square yard, will be reduced to 0.15 sen as soon as the above measure comes into force.
