Memorandum by Mr. Roy Veatch of the Office of the Economic Adviser

At Mr. Sayre’s suggestion, Mr. Veatch telephoned Mr. Yoshizawa and said that Mr. Sayre quite agreed with Mr. Yoshizawa’s informal suggestion that a further cable might be sent to the Japanese Foreign Office by Mr. Yoshizawa reporting that upon his return Mr. Sayre was amazed to find that there had as yet been no response from the [Page 929] Japanese Foreign Office to the representations made by this Government with respect to the continuation of the Philippine textile agreement.

Mr. Yoshizawa said that as he had stated the day before, he was disappointed and somewhat chagrined that more than a month had gone by since he had first cabled the Foreign Office with respect to Mr. Sayre’s concern over the Philippine cotton textile agreement without a reply from his Government. He had sent two or three further cables on the same subject during the past month but still had secured no response, and consequently he would be very glad to send another cable immediately, expressing Mr. Sayre’s concern over the situation and reemphasizing the necessity of clearing up the matter as quickly as possible.
