Total arrivals of Japanese cotton piece goods during the second six months of the agreement exceeded 25,000,000 square meters. The exact amount is not yet available but it is apparent that total arrivals of Japanese goods during the first twelve months of the agreement, August 1, 1935–July 31, 1936, were in the neighborhood of 51,000,000 square meters, or approximately 1,500,000 square meters in excess of the maximum amount to be imported into the Philippines under the terms of the agreement.
