Memorandum by Mr. Roy Veatch of the Office of the Economic Adviser

At Mr. Sayre’s suggestion, Mr. Veatch handed to Mr. Hayama a statement of the arrivals in the Philippines of Japanese cotton piece goods for the month of June 1936 and a summary of arrivals of all Japanese cotton piece goods for the eleven months ending June 30, 1936,72 expressing the great concern which Mr. Sayre felt because of the fact that the total of 48,916,000 square meters was less than 600,000 square meters under the maximum quota for arrivals of Japanese goods in the Philippines for the full twelve months of the cotton textile agreement dating from August 1, 1935. Mr. Veatch stated that Mr. Sayre would be glad to talk with Mr. Yoshizawa about this situation whenever Mr. Yoshizawa might wish; Mr. Yoshizawa might wish to cable this information to Tokyo and to secure some further information from the Foreign Office before discussing the matter with Mr. Sayre.
