63. For the past 3 weeks we have been discussing with the Japanese Embassy in Washington the terms of a proposed “gentlemen’s agreement” with regard to imports into the United States of Japanese cotton piece goods. Although agreement had been reached with regard to the general terms of such an arrangement, it was not found possible to dispose of certain technical difficulties. Accordingly, the President today issued a proclamation53 increasing, as recommended by the Tariff Commission, the rates of duty on certain types of cotton textiles.
